Brighton Memorial Library Internet
Acceptable Use Policy
In response to advances in
technology and changing needs, Brighton Memorial Library endeavors to develop
collections, resources, programs and services that serve the cultural,
informational, recreational and educational needs of Brighton's diverse
community. The Internet, as provided by the Monroe County Library System,
enables Brighton Memorial Library to provide electronic information beyond the
confines of its collection. It allows access to ideas, information and
commentary from around the globe. Introduction of the Internet as an information
resource allows the Library to considerably enhance its existing print and
electronic resources.
Brighton Memorial Library upholds and affirms the right of each individual to
access constitutionally protected material. This Policy is guided by the Library
Bill of Rights and by the laws and principles of intellectual freedom, privacy
and confidentiality.
Currently the Internet is an unregulated, constantly changing medium. Thus,
while it offers access to a wealth of excellent material, it also offers access
to materials that may be offensive or disturbing to some people. Therefore, all
patrons are advised that the Library cannot be held responsible for accuracy,
authenticity or suitability of content. Brighton Memorial Library expressly
disclaims any liability or responsibility arising from access to, or use of
information obtained through its electronic resources.
The Library has instituted specific measures to assist with the safety and
security of minors and others while accessing the Internet. Such measures
include: the implementation of access and security technology to protect against
fraudulent usage; the grouping of Internet terminals in close proximity to the
Children’s Service Desk and the Reference Center; the installation of privacy
screens; and the scheduling of Internet training classes.
To the
extent practical, the assistance of professional librarians is provided for
identifying and accessing helpful Internet sites and for appropriate and legal
uses of e-mail, chat rooms and other forms of electronic communication.
Brighton Memorial Library affirms that it is the right and responsibility of
parents who are concerned about children's use of electronic resources to
provide guidance to their own children. As with other Library materials,
restriction of a child's access to the Internet is ultimately the responsibility
of the parent/legal guardian.
The Library Trustees will periodically review the need for and the propriety of
controlling access to certain sites on the Internet. Where appropriate, pursuant
to existing Library policy, limitations may be placed on access to sites that,
in the judgment of the Library Trustees, have no socially redeeming value. In
exercising such judgment, however, the Library Trustees shall be mindful of the
technological limitations upon, the employee and material costs involved in, and
the legal implications of exercising such control.
Effective
July 1, 2004, the federal Children’s Internet Protection Act (CIPA) and the
Neighborhood Children’s Internet Protection Act (NCIPA) require public libraries
that receive federal funds to filter public Internet access terminals. Since
Brighton Memorial Library receives federal funds in conjunction with services
provided through the Monroe County Library System (MCLS),
it has installed blocking software on its Internet
terminals to meet the minimum compliance parameters.
As provided under the law, the Library will disable
the filter for adult patrons 17 and over upon request. In addition, the Library
will request that MCLS unblock individual websites that it has verified have
been blocked erroneously by the filter.
The use of the Internet or the Library's computer equipment by any individual to
engage in illegal activity or criminal behavior is expressly prohibited.
Specifically, prohibited inappropriate network usage includes a) unauthorized
access, including so-called ‘hacking’ and other unlawful activities and b)
unauthorized disclosure, use and dissemination of personal identification
information regarding individuals of any age.
Consistent with its Patron
Behavior Policy, Brighton Memorial Library reserves the right to end an Internet
session if it is disruptive to patrons or staff. Further, it reserves the right
to take legal action, if warranted, in order to ensure the security of the
Library and the safety of patrons and staff or if access is achieved
fraudulently.
